Let make some calculation based on prediction. You have 4468-4562int. HW(holy whisper) heal you for 7936hp. You have HW at level 3 and 40% bonus from passive skill.
x+x*40/100 =7936 hp --> x = 5668; z1 = x-4562= 1106
take out the weapon so you have 1408-1409 int now
y+y*40/100=3301 hp ---> y = 2357; z2 = y -1409= 950
look at z1 and z2 they are really closed to each other.
Note: this skill(ESO GOLD) can't use when you are under silence, stunned, sleep, and so on.
3. Universal Judgement: Reduces magical damage taken for all friendly units.
When you read this skill's description in the skill bar. It has 5 min cd, you rather like the idea that you just use it for myself (self-buff) instead of the whole group, so it can have low cd which is like in kdxy. If you are able to max the skill and it is passive skill, it will only last 25s and 36% damage deduce is nice but it isn't really worth to have 5min cd. ESO GOLD Lotus and swan level 101 skill is much more better than this skill and it has only 120s cd which you think is good. You can use bear signet to decrease cd time by 90s, then it will have 3.5min cd.
