It is got nothing to do with experiencing(aoc gold) content and there is 3 general reasons not counting current balance problems with these dungeons.
1. Many MMO's have trained many people into believing that the only content worth playing(age of conan gold) is endgame content. The rest is just a tedious mechanic to powerlevel through.
2. It can be awfully hard to get a team for these things sometimes, even on busy servers.
3. The rewards just do not justify the effort.
We have done almost every dungeon at level appropriate up until Ymir's Pass (60ish). Some of the gear is quite nifty to be sure but it is been used as the "carrot onna stick". The carrot is old and withered because the gear just has never really been worth having unless you think it is particularly cool looking.
You have to understand is that most people are overly hung up on "Effort Vs reward". They will not play content unless there is a solid reason to do so over something else. This means that about the only thing worth doing in Dungeons is the quests because the Gear is not worth grinding. XP is so much better than grinding hard mobs that take 5 times as long and split the XP reward between 6 people.
So get an 80, slam thru it and move on. As such it is simply too large a slice of game content that is appealing to too small, a slice of the community and often denied to those who would willingly take it on because of lack of numbers.
