Assume you are a normal mode player in Twelvesky2, so we would suggest you to wait for an helmet, cause at your level it is usefull only in pvp 1-15 and as normal mode you will not be able to enjoy that. Helmet at low level are not normal items you can acquire in game, they can be bougth with ap. With real cash or in game from other players, but they cost much more gold a new player can have.
The first helm a normal mode should get is the non-slotted one you can get with a quest at level29 and you can wear it at level30. Reindeer are level28, but there is not a seller for them, cause they were droped by special mobs in cristamas time no more in game(12sky2 Gold). So they are quite rare and can be bougth only from other players, but another time they will cost much more you can have for now.
The first mount you can have is the level40(12sky2 Gold) normal mode mount, you can get it from a quest you will get in iris or apulune. Iris/Apulune are the place where players can set up their shop and sel items, anyway nowadays these cities are almost desert and players sell their items using auction house, you can go to ah from iris or apulune.
