Basically, you always have the opportunity to get your stone back or retained.
Maybe if more research was done by our beloved gm's,it could be a movement of time or another battle day or reshedule a couple Twelvesky gold days, something to that effect. As we have been told, its up to alt1, and they are not budging. But now, the game(12sky2 Gold) is on its feet. And in Tranq, the guans are the weakest faction. With the proper leadership, and a change to the HSB system.
More people will fight for the stone, but not everyone is online all the time. So even if we do suffer from a -10% eventually an opposing side will regain the stone, and they will be able to hold it.
